In short: for gaming, a Ryzen 7 with 3D cache (9800X3D) is the best choice: according to Tom's Hardware, it even beats the Ryzen 9 9950X3D in games (97% vs 95.7%). The Ryzen 9 takes the lead as soon as you create: with 12 or 16 cores, it delivers almost twice the performance in multitasking (96.2% vs 54.7%). A Ryzen 9 without 3D cache (9950X) is still a creation-focused processor: in games, it drops to 76.9%.
Ryzen 7 or Ryzen 9: the difference at a glance
In AMD’s line-up, a Ryzen 7 from the 9000 series has 8 cores and 16 threads. A Ryzen 9 has 12 or 16 cores, with 24 or 32 threads. Both use the same Zen 5 architecture and the same AM5 socket: you can switch between them on the same motherboard.
The real question isn’t “7 or 9”, but “with or without 3D cache”. The X3D versions add a layer of stacked cache memory on the chip, and it’s that cache that delivers higher frame rates in games.

All these processors have a small integrated graphics chip (Radeon Graphics, 2 compute units). It’s used to display Windows for troubleshooting, not for gaming: in a gaming PC, it’s the graphics card that does the work.
In games: Ryzen 7 X3D in the lead

The Ryzen 7 9800X3D is in first place, and the Ryzen 9 9950X3D follows very closely. The 9950X3D only has 3D cache on part of its cores: in games, the workload is placed on those cores, hence a result close to the 9800X3D. The Ryzen 9 9900X3D, on the other hand, drops significantly. And a Ryzen 9 without 3D cache, like the 9950X, gets beaten by a Ryzen 7 7800X3D, even though it’s older.

In content creation: the Ryzen 9 nearly doubles
In software that uses all cores, the situation reverses. According to Tom's Hardware, the Ryzen 9 9950X3D scores 96.2% in multitasking, compared with 54.7% for the Ryzen 7 9800X3D and 45.4% for the Ryzen 7 9700X. The Ryzen 9 9900X3D lands in between at 74.1%.

- 3D rendering (Blender, Cinema 4D): every core counts, the Ryzen 9 widens the gap.
- Streaming: with a GeForce, the NVENC encoder does the work; a Ryzen 7 X3D is more than enough.

Cooling, motherboard and power consumption
The Ryzen 7 X3D and the Ryzen 9 9900X3D have a 120 W TDP; the Ryzen 9 9950X and 9950X3D go up to 170 W. For the latter, a 360 mm watercooling setup is the right choice. As for the motherboard, a B850 is enough for a Ryzen 7; an X870 or X870E offers more PCIe 5.0 lanes and power phases, which is useful with a Ryzen 9.
